PANAMA CITY, FL. — The Bay County Sheriff’s Office announced today a Bay High School student was arrested after making threats he intended to shoot other students.

A student at Bay High School confided in the School Resource Deputy that she was concerned about a student named Dalton Capps. Capps, age 14, had been making statements he planned to come to the school and shoot other students. Capps also drew his finger across his throat indicating he was going to cut the throats of other students or shoot them.

BCSO Criminal investigations responded to the school and interviewed numerous other students who had witnesses the same behavior from Capps.

Contact was made with Capps who admitted to saying he was going to shoot up the school. He also admitted to using his hand to symbolize a gun and “shooting” at students and using his finger as a “knife” to indicate he would slash student’s throats. Capps stated he felt it was funny and was only joking.

A consent search was done of his residence and investigators determined he had no access to firearms. Dalton Capps was arrested and charged with Florida State Statute 790.163 False Report Concerning Use of a Firearm in a Concerning Manner, a second degree felony.
