Los Angeles, California — US marshals say homeless man killed by LAPD had warrant for violating probation.  NBC-LA reporter, John Cadeiz Klemack, says the suspect stole the identity of a French man, Charley Robinet. Developing.

The three officers who opened fire have since been placed on leave pending the outcome of the investigation, ABC7 reports.

The facebook video  shows several LAPD officers struggling with a man before eventually shooting him on the street in downtown L.A. The man, still unidentified, was reportedly homeless.

According to the L.A. Times, Police responded to a call about an altercation between two people at San Pedro and 5th streets about 11:30 a.m., said Officer Jack Richter.

 L.A. Urban Policy Roundtable President Earl Ofari Hutchinson and other city civil rights leaders called the L.A. Police Commission to hold a special hearing on the use of force by officers in Skid Row encounters Sunday.

L.A. Police Chief Charlie Beck showed reporters photos of an officer’s gun with alterations he said were consistent with a struggle over the weapon:

“As you can see, the slide is partially engaged and a round has been partially ejected and fouled the firing chamber,”

“This is indicative of a struggle over the weapon. As you can also see, the magazine is dislodged from its resting place. This is also indicative of force used on the weapon. There’s also a screen grab from a privately taken video. If you examine that, it appears that the suspect’s hand is reaching for the officer’s waistband in the area where his pistol would be located.”

 

“The killing of a homeless man identified as “Africa” underscores the need for the police commission to hold a special hearing to fully examine police tactics and training in the use of deadly force by LAPD officers involving skid row residents many of whom have major mental challenges,” said Hutchinson. “The special hearing would be an unprecedented effort by the commission to set a firm protocol and standard LAPD officers use to minimize the use of deadly force in encounters on skid row.”
