CLAYTON COUNTY, Ga. – The Clayton County Police Department’s Human Trafficking Unit Commander received an anonymous tip on March 15, 2023, suggesting sexual misconduct at the Rainbow House Inc. located in Jonesboro, GA.

An investigation revealed that Caleb Randolph, a 25-year-old employee at the Rainbow House Inc. and son of the facility’s Executive Director, engaged in inappropriate sexual conduct with at least one child placed at the facility. Furthermore, both Mia Kimber, the Executive Director, and Monica Jones, the Program Director of the Child Advocacy Center, had direct knowledge of the misconduct and failed to report it to the authorities. Instead, they participated in a cover-up scheme that led to the juvenile victim’s removal from the facility based on false allegations.

Although Caleb Randolph was initially fired, he was rehired within a week and a half and was allowed to interact with juveniles at the facility until his arrest on March 16, 2023, by the Clayton County Police Department. The investigation is ongoing, and additional arrests may occur as the detectives continue to investigate Rainbow House Inc. (Jonesboro location) employees’ misconduct.

Caleb Randolph was arrested on March 16, 2023, on charges of child molestation, statutory rape, sexual assault of a person over whom he had supervisory/disciplinary authority, and sexual assault by a facility employee/agent/volunteer. Mia Chanel Kimber and Monica Shanora Jones were arrested on March 18, 2023, and March 20, 2023, respectively, on charges of child molestation, statutory rape, sexual assault of a person over whom they had supervisory/disciplinary authority, sexual assault by a facility employee/agent/volunteer, and sexual exploitation as accomplices to the crime.
