Massachusetts Man Wanted For Kidnapping Nabbed In Mexico; Child Reunited With Mother

LOWELL, Lass. — Fillemom De Lima, 37, of Lawrence, MA, who is wanted for Parental Kidnapping, is being held by Mexican authorities after an investigation led the Lowell Police and FBI to Mexico City, Mexico.

De Lima is being held at a Mexican immigration detention center pending disposition of his status.

Lowell Police along with the FBI located the missing 14-month-old child, who was last seen with his father, Filemom De Lima, on January 9, 2019.

Mahalia Alexander-Paggi was reunited with her son last night at Logan International Airport. De Lima had a 9-day lead on this investigation and had he made to Brazil, the reunion may never have occurred.

Superintendent of Police Raymond Kelly Richardson thanked the following agencies assisting with the investigation with reuniting mother and child: United States Embassy-Citizen Services, FBI-Legal Attaché Office, Customs & Boarder Protection, Department of Homeland Security-Immigration, the State Department as well as Lowell Police Detective Carlos Mercado and Sergeant Thomas Daly for their efforts locating the child.
