DALLAS, Texas — On August 26, 2015, at about 4:05 a.m., an off-duty Dallas Police Officer was traveling in his personal vehicle eastbound at I-30 E. R. L. Thornton Freeway near Dolphin Road when a vehicle pulled behind him and turned on flashing red and blue lights.
The officer felt suspicious about the vehicle, he pulled over to the shoulder of the road, and called 9-1-1.
The unmarked vehicle was a Chevrolet pickup truck with Texas license plate CZX-6848, and continued to drive past him.
The officer notified the 9-1-1 call taker and followed the vehicle into Mesquite where on-duty Mesquite Police Officers stopped and detained the driver, Charles Troutman W/M 09-16-1992.

Troutman was arrested and taken to Dallas Police Headquarters and subsequently charged with Impersonating a Public Servant (3rd Degree Felony) and Possession of Marijuana.
