Maryland man charged with rape, impersonating an officer

Baltimore County Police have charged a Dundalk man with impersonating a police officer and a sex offense. This is the fourth sexual offense incident that police have charged him in connection with.

A woman contacted police after seeing a previous media release about Brian Keith Cooper and said that she had been victimized in October 2015.

The woman further told investigators that in the middle of October 2015, she placed an advertisement on the internet for sexual acts. She was contacted by a man and arranged to meet him on Fontana Lane 21237. He picked her up at that location in a dark 4 door vehicle and drove behind the La Quinta motel in the Unit block of Philadelphia Court 21237. At first she planned on taking the money and leaving before doing anything but after they discussed a price, the man pulled out a badge.

The suspect then pulled off of the lot, drove around, and told her that he would not arrest her if she performed a sex act on him. They drove to residential community where the victim performed a sex act on the suspect. The suspect dropped her off on Fontana Lane.

The suspect has been identified as 30-year-old Brian Keith Cooper Jr of the 2000 block of Bear Ridge Road 21222. Cooper has been charged with impersonating a police officer, first-degree sex offense, and second-degree assault. He is being held without bail at the Baltimore County Detention Center.
