Police: Parents Arrested in “Worst Neglect Case They’ve Seen”

LOUISIANA -- An Off-duty New Orleans Police officer was shot in the Desire neighborhood at 7:47 pm Sunday night.

CONNECTICUT — On Sept. 28, the Stamford Police Department was dispatched to 117 Myrtle Ave to investigate a medical call. Upon arrival patrol units found a severely dehydrated and malnourished female caring for a 14 month old male infant.

The apartment was in total disarray, with empty liquor bottles, garbage strewn throughout the apartment, and a foul smell emanating from the apartment.

Further inspection of the infants crib showed fecal matter, and insect infestation. The infant was immediately removed from the apartment and taken to Stamford HX for treatment.

The mother was identified as Marina Vouk, 27, and she was taken to Stamford HX for treatment as well.

She was hospitalized for eight days for several medical conditions and was released today.

Stamford Police Special Victims Unit took over the case and applied for a warrant. As Vouk was released from Stamford HX she was arrested and transported to Police H.Q’s and arrested on a warrant for Risk of Injury to a Minor. She was issued a WPTA.

As this investigation proceeded SVU and Patrol Officers determined that the father of the infant also lived at that location. Earlier in the evening of 09/28/15 patrol Officers were dispatched to 200 Shippan Ave for a male, identified as Igor Kotsopey, 41, passed out on the sidewalk from alcohol intoxication.

He was transported to Stamford HX and spent seven days being treated for his ailments. As he was released on 10/05/15 he was arrested on a warrant for Risk of Injury to a minor and is being held on a $25,000 bond.

Dept of Children and Families was immediately notified and took a proactive role in this investigation. The infant was immediately removed from the custody of the parents and placed in foster care.

The Stamford Health Department was notified and inspected the home for habitation.

“This was one of the worse neglect cases this unit has seen and we hope the parents get the proper care and counseling needed to care for a child,” police said.
