WASHINGTON -- The Obama administration is set to roll out an executive order that will expand background checks on firearms purchases.

Among Items Allegedly Recovered Are 225 Pounds of Gunpowder, Tens of Thousands Of Rounds of Ammunition, Bullet-Making Equipment, Assault Rifles And Bulletproof Vests

QUEENS, NEW YORK — A Rego Park man has been charged with recklessly creating a threat to public safety by stockpiling more than 225 pounds of gunpowder, as well as an assortment of unsecured weapons – including handguns, shotguns and assault rifles – and over 45,000 rounds of multi-caliber ammunition in his one-bedroom apartment.

The District Attorney identified the defendant as Guo H. Shou, 33, of 65-60 Wetherole Street in Rego Park, Queens. The defendant was arraigned last night and charged with first-degree reckless endangerment and third-degree criminal possession of a weapon. Bail was set at $250,000. If convicted, Shou faces up to seven years in prison.

District Attorney Brown said, according to the charges, members of the New York City Police Department’s Licensing Division and Organized Crime Investigation Division Task Force conducted an administrative pistol licensee review at Shou’s residence Monday, February 8, 2016. It is alleged that during the visit, the officers observed hundreds of pounds of smokeless gunpowder, an assault rifle and high-capacity magazines and ammunition laying in plain sight. Thereafter, a court-authorized search warrant drafted by District Attorney Brown’s Computer Crime Unit was executed at Shou’s residence. According to the complaint the following items were allegedly seized:

-Fourteen licensed handguns (which were not properly secured in a safe or have safety lock devices attached to them);
-Two loaded license shotguns (which did not have any safety lock devices attached to them);
-One licensed rifle (which did not have any safety lock devices attached to it);
-Approximately 45,000 rounds of ammunition for a variety of weapons;
-Two hundred twenty-five (225) pounds of smokeless gun powder stored in various containers and open to view;
-Unassembled lower and upper parts for an AR-10 and AR-15 assault rifles (which allegedly could be assembled into complete assault rifles within approximately one minute each);
-Three high-capacity magazines (one fully loaded with 20 rounds and each capable of holding in excess of ten rounds of .308 caliber ammunition);
-Two Kevlar body armor vests;
-Six Kevlar armor plates;
-One ammunition press;
-Numerous primers, empty cartridges and various other devices and components of ammunition; and
Five computers

District Attorney Brown said that, according to the charges, Shou does not have a federal firearms license as a gun dealer and is not licensed to sell or manufacture firearms or ammunition.
