Cases Linked To Alleged Minneapolis Serial Rapist Keep Stacking Up

Jory Wiebrand, already charged in two previous sexual assaults, was charged in three separate cases for criminal sexual conduct, burglary and harassment, Hennepin County Attorney Mike Freeman announced Tuesday.

Wiebrand, 34, who was charged April 20 in connection with two home invasions in which women were assaulted, now faces new charges in three separate cases spanning a five-year period:

  • March 23, 2015: Charged with first-degree criminal sexual conduct,
  • August 4, 2018: Charged with first-degree criminal sexual conduct and first-degree burglary, and
  • January 3, 2020: Charged with harassment and invasion of privacy.

According to the criminal complaints, on March 23, 2015, Minneapolis Police officers received a report of a rape that occurred at the 1300 block of 7th Street in Southeast Minneapolis. When they arrived, the victim told police she was raped by a white male, identified as Wiebrand, while she removed snow from her car.

The victim stated that Wiebrand came up from behind her, sprayed her in the face with pepper spray, forced her to the ground and used his body weight to immobilize her. Wiebrand then removed the victim’s pants and underwear and sexually assaulted her, the complaint states.

When Wiebrand repositioned himself, he lost his balance, and the victim was able to get free. She ran away, scaled a fence and went to a nearby home where residents were able to help her. They washed the pepper spray from her eyes and called 911, the complaint continues.

The victim was transported to a hospital where she received medical treatment and a sexual assault examination. Swabs from the examination were submitted to the BCA for testing and indicated that the DNA profile matched Wiebrand’s known DNA profile. The victim’s pants had semen on them, and forensic scientists found that after DNA testing, that DNA too matched Wiebrand’s know DNA profile.

On Aug. 4, 2018, Minneapolis Police responded to a rape and robbery report on the 800 block of 6th Street in Southeast Minneapolis. The victim informed police that she was returning from a gathering with friends around 2:30 a.m. when she went to have a cigarette on her back patio. She stated that a male, Wiebrand, attacked her from behind, pulled her into her house proceeded to choke her, while sexually assaulting her. At one point, he sprayed her face with pepper spray and then fled with her purse.

The victim was transported to a hospital where she received a sexual assault examination, the complaint continues. Swabs found that there was a mixture of DNA, and Wiebrand could not be excluded, while 99.99999997% of the population could.

On Jan. 3, 2020, Minneapolis Police received a report of a person prowling and looking into windows at townhomes in the 900 block of 7th Street in Southeast Minneapolis. A few weeks later, a University of Minnesota student and her parent contacted University of Minneapolis police stating they had surveillance footage of a man from Jan. 3, looking into windows.

The video was given to law enforcement which showed a clear image of the prowler’s face, Wiebrand, peering into homes with a flashlight. This behavior is consistent with the modus operandi of Wiebrand who has been identified as the perpetrator in at least nine sexual assaults, assaults and burglaries occurring in this same neighborhood between 2015 and 2020, the complaint states. Wiebrand would monitor the behavior of his victims, attacking them before or after they entered their homes.

Additional charges are likely forthcoming.
