Chilling Video Shows Moments Before Man Is Killed While Walking His Dog

The Philadelphia police department has released chilling video showing the moments leading up to the cold-blooded murder of a man walking his dog—The victim is 25-year-old Milan Loncar.

The crime occurred on Wednesday, January 13th, 2021, at about 6:56 PM, in the 3000 block of W. Jefferson Street.

Loncar, who was walking his dog, was approached by two people. During an apparent robbery one of the individuals points a handgun at the victim and then both suspects start reaching towards the victim’s pants pockets before the victim is shot one time in his chest. Loncar was later pronounced dead.

Both suspects fled on foot westbound on Jefferson and then southbound on 31st Street.

“He was the kindest person in the entire world. This is so screwed up,” Jelena Loncar said of her brother, a Temple University graduate. “He’s selfless, constantly smiling. … He’s so charismatic and kind.”

“I don’t know if he was targeted. I don’t know if they were going to rob anyone,” Loncar told the Philadelphia Inquirer. “If he’s walking his dog, why would he have a ton of cash on him? I don’t get it.”

 

Police said Saturday they made arrests in the case but declined to release further details pending charges. They later said 20-year-old Josephus Davis was charged with murder in the fatal shooting.

The family of Loncar wrote on a GoFundMe page: Just before 7pm on January 13th, while walking his small dog, Roo, 25-year-old Milan Loncar was murdered in cold blood. When approached by two individuals, Milan did not fight back. He complied as they searched his pockets at gunpoint, just a block from his own home. When it became apparent that Milan did not have anything deemed valuable on him, they killed him. With every opportunity to run away and no chance that Milan could physically overpower them – they STILL chose to shoot him in the chest at point blank range. Unmistakably, the intent of a gunshot wound to the chest is not to injure, it is meant to be fatal.

His murderers didn’t know Milan. They didn’t know what a deep void this would create in those who knew him and what a profound loss this would be for those who had yet to meet him.  What they did know however was that, he was alone, and he would not be able to defend himself.  There is no place in society for those who view a young man walking his dog as nothing more than a means to an end. 

It is paramount that these individuals are caught before they have the chance to callously take another life that did not belong to them. It is not a matter of if they will do this again, it is a matter of when. Money raised will be used to increase the offered reward, in order to incentivize someone to come forward with what they know. Any information is helpful – there is no tip too small, no lead too insignificant. Something seemingly small that you have seen or overheard could be the tip that leads to justice for Milan and brings a semblance of peace to his family who will spend forever missing him.
