ICE arrests man from India after he completes 10-year prison sentence for inducing a young girl to have sex

EL PASO, Texas — A man from India, who was recently released from prison for enticing an underage girl to have sex, remains in the custody of U.S. Immigration and Customs Enforcement (ICE) following his Oct. 24 arrest.

Jerald Peter Dsouza, 58, a citizen of India, was arrested by ICE Enforcement and Removal Operations (ERO) officers after he was released from the Reeves County Detention Complex (RCDC) where he was serving a 10-year sentence for using the internet to induce a minor, who he believed to be a 13-year-old girl, to engage in criminal sexual activity.

RCDC is a privately operated detention facility near Pecos, Texas. RCDC houses prisoners under contract with the U.S. Federal Bureau of Prisons and others.

As a result of his criminal conviction, Dsouza violated the terms of his legal status in the United States. He was arrested by officers assigned to ERO El Paso’s Criminal Alien Program, issued a notice to appear before a federal immigration judge, and transferred to an ICE detention facility in El Paso.

“ICE places a high priority on identifying, arresting and removing foreign nationals with criminal records who pose a threat to public safety — whether they’re in the United States legally or illegally,” said William P. Joyce, acting field office director for ERO El Paso.

On March 2009, DSouza was convicted in U.S. District Court, Eastern District of California, for inducing a minor to engage in criminal sexual activity; he was sentenced to 10 years in federal prison.

The Criminal Alien Program (CAP) provides ICE-wide direction and support in the biometric and biographic identification, arrest, and removal of priority aliens who are incarcerated within federal, state, and local prisons and jails, as well as at-large criminal aliens that have circumvented identification.
