A Minneapolis man was charged with second-degree murder in the fatal shooting of the brother of his former girlfriend, Hennepin County Attorney Mike Freeman announced Wednesday.

Ryan Frazier Jr., 23, was charged in the June 4 fatal shooting of 27-year-old Brandon Salter of St. Paul. The complaint was issued as a warrant and Frazier was arrested earlier this week in Chicago. No date has been set for his first court appearance in Hennepin County.

According to the criminal complaint, on the evening of the June 4, Salter’s sister heard a pounding on the door of her residence in the 700 block of 14th Street East and saw it was Frazier’s current girlfriend, Kayla, shouting at her to come out and fight. Salter’s sister could also see Frazier’s car, which she recognized because she was Frazier’s former girlfriend.

She called 911 and then called Salter to come over because she feared Frazier might be around, the complaint states. The woman then opened her door and was immediately attacked by Kayla and they had a “tussle” on the front lawn.

Eventually, the woman noticed her brother had arrived. She heard Frazier say a couple of times to Salter that he was going to shoot him and she saw Frazier take a handgun out of his waistband. The woman got away from Kayla and ran into the house and then heard several shots.

Other witnesses told Minneapolis police that they saw Frazier with a gun, saw him chasing Salter and then saw him stand on 14th Street and fire several shots at Salter as he stood near the sidewalk across the way on the north side of 14th Street, according to the complaint.

Salter was rushed to Hennepin Healthcare where he died from multiple gunshot wounds, according to the Hennepin County Medical Examiner’s office.
