KENTUCKY – On March 8, a federal grand jury in Louisville, Kentucky charged a man from Tennessee with sex trafficking by force, fraud, or coercion, and also accused him of conspiring with a woman from Kentucky to commit the crime.

The indictment alleges that between August 8 and 11, 2022, Portier Q. Govan, aged 36 and from Memphis, Tennessee, compelled an adult woman to engage in commercial sex by using force, threats, and coercion.

Furthermore, Govan and Brittany R. Howard, aged 24 and from Bowling Green, Kentucky, are alleged to have formed an agreement to commit sex trafficking through the use of force, fraud, and coercion.

Govan appeared before a U.S. Magistrate Judge in the Western District of Kentucky for his initial court appearance, while Howard is scheduled to appear later this week.

If Govan is found guilty of sex trafficking, he could face a minimum sentence of 15 years in prison and a maximum of life imprisonment. If he and Howard are convicted of conspiracy to commit sex trafficking, they could both face a maximum sentence of life imprisonment.
