HOUSTON, Texas — On February 9, 2019, deputies responded to the 12300 block of Northpointe Ridge Lane in reference to a welfare check. Upon deputies arriving, a witness reported that a one year old child had a second degree burn on his left arm that appeared to be days old.
Constable Deputies conducted an investigation and it was discovered that the child’s mother, Cybil Menard, was aware of this burn. Cybil Menard admitted that there have been prior cigarette burns on the child but she has always refused medical treatment.
Child Protective Services were contacted and advised of the facts of this case. The child was released to a guardian at the location.
Constable Mark Herman said, “Cybil Menard was arrested and booked into the Harris County Jail, charged with Injury to a Child by Omission. Her bond was set at $15,000.00 out of the 184th District Court.”
