Elk Grove, California (EGPD) — On February 21, 2023, around 10:32 p.m., officers had responded to a carjacking report where the suspect, who was known to the victim and according to witnesses believed to be under the influence of a controlled substance, brandished a firearm, threatened suicide, and drove away in the victim’s car. At around 11:39 p.m., officers responded to the Holiday Inn Express (9175 W. Stockton Boulevard) regarding a disturbance between an adult male and a hotel employee. When the officers arrived, they recognized and confirmed the stolen vehicle, which was parked and unoccupied, from the earlier call.
The officers encountered the suspect, 40-year-old Booker Pannell, in the hotel lobby, armed with a handgun. Pannell refused to comply with the officers’ repeated commands and an officer deployed their Taser, which was ineffective. Pannell ran through the hallway of occupied hotel rooms, armed himself with a handgun from his waistband as he ran toward an occupied parking lot, resulting in the officer to discharge his service weapon.
Officers rendered medical aid until the suspect was transported to a local hospital, where he was later pronounced deceased. An innocent bystander, who was entering the hotel, hit the ground but was unharmed.
