A big step in the administration’s effort to fight the so-called “school-to-prison pipeline,” the result of minority students being suspended or kicked out of school at much higher rates than their white peers.

Citing federal authority to protect students from discrimination, the Obama administration on Wednesday unveiled comprehensive new guidance on school discipline designed to end disparities in how white and minority students are punished by their districts.
