PORTLAND, Ore. — (The Oregonian) — Over seven months, Northeast Portland neighbors put up security cameras, slept in their cars overnight, set traps and patrolled the streets of two neighborhoods to try to catch a stranger who was looking into their windows, following young women and even breaking into the bedroom of a 13-year-old girl. They did all this because police did little more than take their reports.
