When they arrived, they encountered the juvenile victim, a 13-year-old female.<\/p>\n<p>The juvenile complied with police instructions and allowed Flinn to handcuff her when he struck her twice on the side of her face causing her to cry out in pain. The incident was captured on the responding officers\u2019 body worn cameras.<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/5dVLeN_BacI\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>The juvenile was taken to a local hospital for evaluation.
