The incident occurred Friday, July 10 as Bland was returning from a trip to Chicago.The Texas trooper who pulled Bland over for failing to signal a lane change said in an affidavit that after handcuffing her for becoming combative, she swung her elbows at him and kicked him in his right shin.<\/p>\n<p>In the affidavit released Tuesday, trooper Brian Encinia said he then used force \u201cto subdue Bland to the ground,\u201d and she continued to fight back.<\/p>\n<p>He arrested her for assault on a public servant.Bland was taken to the jail on July 10 and found dead in her cell July 13.<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/CaW09Ymr2BA\" width=\"420\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>WATCH: Sandra Bland is arrested in Waller County, TX.<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/IYim6pDZV0Y\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>EARLIER REPORT \u2013 Sandra Bland was found dead in her cell at the Waller County Jail in Houston, Texas, just days after she was detained by police during a routine traffic stop for assaulting a public servant\u2026<\/p>\n<p>On Friday, July 10, at approximately 4:30 p.m. on FM 1098 in Prairie View, a DPS trooper made a traffic stop on a Hyundai Azera for failure to signal a lane change. After making contact with the driver, Sandra Bland (DOB 02-07-1987), she became argumentative and uncooperative.<\/p>\n<p>She was subsequently taken into custody for assault on a public servant. A Prairie View police officer also responded to the scene and provided assistance. Waller County EMS was also called to the scene, but Bland refused a medical review by EMS. She was then booked into the Waller County Jail.<\/p>\n<p>The Waller County Sheriff\u2019s Office requested that DPS assist in investigating the in-custody death of Bland at the Waller County Jail on Monday morning. A Texas Ranger responded to the scene that day. DPS has also requested that the FBI assist in this investigation, to which they have agreed.<\/p>\n<p>Authorities say Bland hanged herself with a plastic bag three days after being pulled over by police for a traffic violation and then arrested for allegedly kicking an officer during the stop.<\/p>\n<p>Friends and family have questioned that account and have scheduled an independent autopsy.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>AUSTIN, Texas \u2014 Texas DPS released the dash cam video of the traffic stop and arrest of Sandra Bland.
