PORTLAND, OREGON — On Thursday January 21, 2016, at 1:17 a.m., the Bureau of Emergency Communications (BOEC) began receiving 9-1-1 hang-up calls from numerous locations in North Portland’s Kenton Neighborhood.<\/p>\n
Several North Precinct officers were dispatched to the area and ultimately located the person making the calls at a residence in the 1200 block of North Winchell Avenue.<\/p>\n
24-year-old Brian Lewis-Carter was arrested and booked into the Multnomah County Jail on 41 counts of Improper Use of Emergency Reporting System. He didn’t give a reason for his actions.<\/p>\n
