{"id":93789,"date":"2016-12-13T14:18:12","date_gmt":"2016-12-13T19:18:12","guid":{"rendered":"https:\/\/breaking911.com\/?p=93789"},"modified":"2016-12-13T14:19:40","modified_gmt":"2016-12-13T19:19:40","slug":"just-fbi-announces-new-top-10-fugitive-robert-francis-van-wisse","status":"publish","type":"post","link":"https:\/\/breaking911.com\/just-fbi-announces-new-top-10-fugitive-robert-francis-van-wisse\/","title":{"rendered":"FBI Announces New Top 10 Fugitive: Robert Francis Van Wisse"},"content":{"rendered":"<p>A Texas man charged with the strangulation murder of a 22-year-old woman in 1983 has been named to the FBI\u2019s Ten Most Wanted Fugitives list, and a reward of up to $100,000 is being offered for information leading to his capture.<\/p>\n<p>Robert Francis Van Wisse, a 19-year-old college student at the time of the murder, is now 51 years old and has been on the run for more than two decades. \u201cNo matter how much time has passed,\u201d said Special Agent Justin Noble, a member of the FBI\u2019s Central Texas Violent Crimes Task Force in Austin who is investigating the case, \u201cit\u2019s important that we finally get justice for the victim and her family.\u201d<\/p>\n<p>The victim, married with a 1-year-old daughter, worked as a janitor at the University of Texas at Austin. On the September night of the murder, Van Wisse was in the building late registering for a course.<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/2qjR5ZRTaOI\" width=\"800\" height=\"450\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>The victim\u2019s body was found in a rest room the next morning. An autopsy revealed that she had been sexually assaulted and strangled with a wire. Investigators determined that Van Wisse was the last person seen in the building before the murder. \u201cHe was initially ruled out as a suspect,\u201d Noble explained, \u201cbecause DNA and other tests were not as sophisticated then as they are today.\u201d<\/p>\n<p>The case went cold for a decade, until the early 1990s, when an Austin Police Department detective submitted crime scene evidence for new DNA tests\u2014tests that took advantage of the latest technology. \u201cThe results pointed directly to Van Wisse,\u201d Noble said.<\/p>\n<p>When Van Wisse learned that he was being evaluated again as a suspect, he fled. In 1996, Texas charged the fugitive with capital murder, and the following year he was charged federally with unlawful flight to avoid prosecution.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"alignnone size-full wp-image-93790\" src=\"https:\/\/breaking911.com\/wp-content\/uploads\/2016\/12\/CzlDb_TUoAA4jut.jpg\" alt=\"czldb_tuoaa4jut\" width=\"400\" height=\"381\" srcset=\"https:\/\/breaking911.com\/wp-content\/uploads\/2016\/12\/CzlDb_TUoAA4jut.jpg 400w, https:\/\/breaking911.com\/wp-content\/uploads\/2016\/12\/CzlDb_TUoAA4jut-300x286.jpg 300w\" sizes=\"(max-width: 400px) 100vw, 400px\" \/><\/p>\n<p>\u201cHe was a college student whose parents were both professionals,\u201d Noble said. \u201cHe grew up going to the best schools and living in the nicest neighborhood. He had the future in front of him,\u201d Noble added, \u201cand yet it appears he murdered a young woman making minimum wage trying to support her family and young child.\u201d<\/p>\n<p>When Noble read the original arrest affidavit, he believed the killer had acted impulsively. \u201cBut after studying the crime scene reports and autopsy,\u201d he said, \u201cthe evidence clearly suggests that this was a premeditated act.\u201d<\/p>\n<p>Screenshot of FBI Ten Most Wanted Fugitive poster for Robert Francis Van Wisse<br \/>\nNoble noted that Van Wisse\u2019s family owns multiple properties in Mexico and in Guatemala. \u201cHe\u2019s a smart guy and he\u2019s bilingual,\u201d Noble said of the fugitive. \u201cHe could be anywhere.\u201d<\/p>\n<p>At a press conference held today at the federal courthouse in Austin, authorities said the publicity effort to capture Van Wisse will include a social media advertising campaign targeted to specific locations in the U.S. and abroad. \u201cWe have also identified more than 30 individuals who have had close ties to Van Wisse,\u201d Noble said, \u201cand we are going to be in contact with all of them. Somebody knows something, and $100,000 is a lot of money.\u201d Noble stressed that anyone providing information to the FBI can remain anonymous.<\/p>\n<p>\u201cWe need to catch this guy,\u201d he said. \u201cThe victim and her family deserve nothing less.
