13 Month-Old Shot Dead With Bullet Inscribed With ‘To Whom It May Concern’

Milwaukee– December 27th, two days after Christmas, the life of a 1-year-old boy came to a tragic end when a family’s Wisconsin home became the inadvertent target of a shooting.

Bill Thao, 13 months old and just learning to walk, was among several children playing by a window when he was struck and killed by a bullet that appeared to have read “to whom it may concern.”

Thao was conscious and breathing when transported to the hospital. He later died from his wounds.

“Clearly, anybody who would do what happened here yesterday has no moral compass,” Milwaukee Mayor Tom Barrett said. “Dozens, Dozens of bullets into a home filled with people who had nothing to do with whatever they were mad about.”

“I don’t know if the shooters were stupid, on drugs. I don’t know if they had the wrong house — but as far as we can tell, the people in this home had nothing to do with those shots being fired,” Mayor Barrett said.
