North Korean state media has said that US sanctions on Kim Jon-un is a declaration of war.
The US has sanctioned the North Korean leader for the first time.
North Korea have previously made similar threats, although they have no acted on them.
Ten other top North Korean officials have also been placed on a blacklist.
“Under Kim Jong-un, North Korea continues to inflict intolerable cruelty and hardship on millions of its own people, including extrajudicial killings, forced labour, and torture,” the Treasury statement said.
