Boat is midway between Staten Island and Manhattan. NYPD Harbor has divers in the water, and has victim out of the water. He is reportedly conscious and alert. Victim is an EDP (Emotionally Disturbed Person). Now advising the victim is in police custody, and will be met on shore by EMS. Aviation is overhead assisting as well.
