A man from State College, Pennsylvania is facing charges after being accused of engaging in inappropriate acts with his dog at Rothrock State Forest.

According to the court records, Themis Matsoukas, 64, is facing charges of open lewdness, indecent exposure, sexual intercourse with an animal, animal cruelty, and disorderly conduct.

According to the criminal complaint, park rangers observed a video on April 13 that appeared to involve Matsoukas, although they were unable to identify him at the time. The video was recorded outside one of the park’s restrooms.

Investigators reached out to two camp owners who had trail cameras installed in the vicinity. The photos obtained from these cameras depicted a man, later identified as Matsoukas by police, who was seen naked from the waist down, except for his socks and shoes, sexually abusing his dog. The first photo was reportedly taken in 2014, while the remaining two out of a total of six were captured in April of the present year.

On May 16, park rangers allegedly spotted Matsoukas once again on a DNCR trail camera at the parking lot. By identifying his green Subaru Outback, which matched the photos from the other trail cameras, the rangers were able to track him down.

A search warrant was then executed at Matsoukas’ residence, with investigators specifically seeking a silver iPad that might have been utilized at the park on April 13th. It’s noted in the criminal complaint that Matsoukas displayed signs of nervousness upon their arrival, expressing phrases such as “I’m done, I’m dead. You don’t understand, I do it to blow off steam.”

“What do I have to do to get you to shoot me; I need to die,” he reportedly told the officers.

According to the complaint, three iPads were discovered by the police during the search, and Matsoukas claimed that one of them was his Penn State work tablet, but it was not used on April 13th.

Additional video footage obtained from a trail camera showed Matsoukas with his dog on April 13th.

According to the complaint, Matsoukas exited the restroom in the parking area with his dog while being completely naked. Wearing solely a black ski mask, a backpack, and hiking boots, Matsoukas allegedly proceeded to engage in explicit acts while recording himself on one of the aforementioned iPads.

Multiple videos recorded on the same day during the incident purportedly depicted Matsoukas relocating his iPad to different positions and locations. At one point, investigators reported that he began to touch his chest and engage in explicit behavior. Subsequently, he bent over and pulled on the dog’s leash, enticing the animal to lick his anus while he continued his actions.

Matsoukas is a decorated Penn State Professor. He has since been terminated from his job at the University.
