It is the first time this police dept. has released body camera video to the public. The family of the man killed calls it murder.

Wilmington, DE — Body camera video from a January officer-involved shooting shows a man driving around officers instead of “directly toward them” before he is fatally shot, contradicting what New Castle County Police initially described.

The family of 30-year-old Lymond Moses says the video shows a murder and they are demanding charges against the officers involved.

The New Castle County Police department is conducting its own internal criminal investigation. The Delaware Department of Justice is also conducting a criminal investigation.

The following is a summary of how police reported the incident:

On Jan 13 at approximately 1:10 a.m., officers from the New Castle County Division of Police were investigating a suspicious vehicle in the area of Rosemont Ave and East 24th Street in the City of Wilmington.

As the officers approached, the vehicle took off and fled down a dead-end road. The vehicle then made a U-turn and drove at a high rate of speed directly at the officers. The officers subsequently discharged their firearms and struck the driver. The officers immediatley rendered first aid and were later assisted by other emergency medical personnel. However, Moses was pronounced dead at the scene.

“This is Delaware’s version of George Floyd,” family lawyer Emeka Igwe said. “This is the continuation of Black men, unfortunately, being killed by police officers.”

County Executive Matt Meyer said: “We have invested a significant amount of your taxpayer dollars into body-worn cameras for all New Castle County Police Officers on patrol. We do so to add transparency, accountability and public trust to complex and sometimes controversial policing decisions. In the public interest and in consideration of the due process of the officers involved, the footage from all three body-worn cameras is being released today.”

The investigation is ongoing.
