NYPD ESU is on the scene at 78 Catherine STreet & Cherry Street, and have an EDP who has barricaded himself inside his apartment. Numerous ESU Units are responding to assist the units already on the scene.
UPDATE 1010AM: The EDP has been taken into custody.
