Politicians in Kathmandu, Nepal broke out into chaos on Tuesday as opposing politicians attempted to keep a new draft of the nation’s constitution from pushed through.

The nation, which rules center-left, has been in a heated debate over its constitution. The construction of a new constitution is believed to be crucial to ending instability that has weathered Nepal.

Opposing politicians include former Maoist rebels and smaller regional parties and wishes to divide the country into ten states. The states would be divided along ethnic and marginalized groups, the Guardian reports. The ruling majority, however, believes Nepal not have the resources needed to support the states.
