NY man arrested on several charges after trying to hit a Trooper with a flashlight

(Lisle, NY – NYSP) — On September 21, 2016, at about 3:17 p.m., New York State Police at Binghamton arrested Donald L. Moshier, 55, of Lisle, for the misdemeanors of operating a motor vehicle while ability impaired by drugs, resisting arrest, menacing 2nd degree, the violation of unlawful possession of marihuana and several other traffic offenses.

This arrest occurred after a trooper responded to check the welfare of a driver who was slumped over the steering wheel of his car on Smith Hill Road in the Town of Lisle. The responding trooper found Moshier asleep in the driver’s seat of his Honda Civic which he had stopped partly in the roadway. An investigation determined that he was driving while impaired by drugs, had a suspended license and had a warrant for his arrest with the New York State Police in Owego.

While attempting to place him under arrest, Moshier physically resisted being handcuffed. He then grabbed a metal flashlight from inside his Honda Civic and threatened to hit the trooper with it as he swung but missed. Once arrested, Moshier was arraigned in the Town of Lisle court and was remanded to the Broome County jail in lieu of $5,000 cash or $10,000 property bond.
