Calif. Woman Kidnapped, Dog Found Dead; Son Receives Ransom Demand

CALIFORNIA — (News release / Vallejo Police) — On Friday July 1st at 12:25 PM the Vallejo Police Department received a report from John Babb, 36 years, of San Francisco that his mother, Elvira Babb, 57 years of Vallejo was a victim of a kidnaping for ransom.

John Babb reported that he had received a text message on Thursday June 30th at 8:45 PM from an unknown number. The caller advised that they had his mother, demanded money and threatened her life if he did not comply or contacted the police.

Babb went to his mother’s home at 101 Daniels Avenue in Vallejo on that evening and found his mother was not there. Her small dog was found dead inside the home and there appeared to be no signs of forced entry.

We believe that the victim was last seen safe by a co-worker who dropped her off after work at Sea Food City market in Vallejo on Wednesday June 29th at approximately 3:00 PM.

Late this week Vallejo Police Detectives developed sufficient information to obtain an arrest warrant for the primary suspect in this case. He has been identified as Emmanuel Espinoza, 26 years of Stockton. Espinoza was located and arrested last night in the Sacramento area. Espinoza has not divulged the location of the victim. Also arrested in association with this case is Jalon Brown, 32 years, Larry Young, 23 years both of Sacramento and Lovely Rauzol, 27 years of Vallejo. All four suspects were booked last night or early this morning into the Solano County Jail on a charge of Kidnapping for ransom.

The Vallejo Police Department with the assistance of the Federal Bureau of Investigation has been tirelessly working this case since last week. In the process of our investigation we have asked for and received assistance from several agencies including the Fairfield PD, the Solano County Sheriff’s Office, Sacramento PD and the United States Marshals Service.

Presently, the investigation is still ongoing and we are still searching for the victim with the hope we may find her unharmed.
