MARYLAND – Disturbing body camera video shows Maryland police officers handcuff and scream at a 5-year-old boy during a incident that occurred in January 2020. At one point, the officer tells the boy’s mother she should “beat him.”

The officers were called to the school to bring back the child, who left the school after allegedly breaking a computer.

In the video below, the officer slaps handcuffs on the boy and says, “You know what these are for? These are for people who don’t know how to listen and don’t know how to act.”

The mother eventually filed a lawsuit against the police department.

The Montgomery County Police Department issued this statement: Montgomery County Department of Police, Emergency Communications Center (911 Center) received a call for service from an employee at the East Silver Spring Elementary School on January 14, 2020. The employee requested MCPD officers’ assistance in addressing a five-year-old child who had left the school grounds and did not wish to return. Two MCPD patrol officers responded to handle the call for service.

The MCPD subsequently received a complaint regarding the patrol officers’ conduct in handling this call for service. Consistent with MCPD policy, an investigation into the officers’ conduct was initiated with the MCPD Internal Affairs Division. A thorough investigation was conducted of the entire event. The internal investigation has concluded. The findings of this internal investigation, as in all internal matters, are confidential under Maryland law. Both officers remain employed by the Montgomery County Department of Police.

Due to pending litigation, the Department has no further comment.
