ST. CHARLES COUNTY, MO. (Post Dispatch) — Prosecutors have declined to press charges against two O’Fallon police officers who in January shot and killed a teen in a car on a cul-de-sac here, according to documents released this week. A handgun that had been reported stolen was recovered from the car after the shooting, police said.
