Portland, Oregon — Officers attempted to stop a silver Honda Civic at 4:41 p.m. Police said the driver took off and an item was tossed out of the car and left in the roadway near Southeast 45th and Flavel Drive.
Some homes in the area were evacuated, according to KPTV.
Police said the item “appears to be an explosive device.”
The item did not detonate.
